The House of the Noble Assembly is an important monument of federal significance. It was officially opened in 1856 and has since then been visited by prominent statesmen, famous musicians, actors, and poets. Important public events have also been held there, including cultural, educational, and scientific gatherings. In 1914-1917, the building housed an officer's hospital that was visited by Emperor Nicholas II.
In 2013, the government of the Tula region transferred the House of Noble Assembly to the jurisdiction of the Tula Regional Philharmonic, and extensive renovation work was carried out in 2014. Today, it serves as a modern multicultural center for various significant events in the Tula region.
