Ruslan Fatkhutdinov was born in 2008 in the town of Lesnoy in the Sverdlovsk Region. From the age of six, he studied at the Children’s Music School of Lesnoy under the guidance of Evgeny and Svetlana Smirnov. Since 2020, he has been a student of the Secondary Special Music School affiliated with the Rimsky-Korsakov State Conservatory, where he studies in the class of Ekaterina Kulagina.

He has taken part in master classes with Sergei Kolesov, Vladimir Koznov, Nikita Zimin, and Leonid Drutin.
He is a scholarship holder of the New Names Foundation.
He has participated in a number of major creative and educational programs, including the 2nd Music Academy of Atomic Cities under the patronage of Yuri Bashmet (2019), the Sirius Educational Center (2021), the Artek International Children’s Center (2022), the World Youth Festival (2024), and the New Names Summer Creative School (2024).
He has collaborated with leading orchestras, including the Academic Symphony Orchestra of the Philharmonia, the Capella Symphony Orchestra, the Tavrichesky Symphony Orchestra, and the Saint Petersburg Saxophone Orchestra.
